Eligibility and Enrollment

One application checks your eligibility for both Covered California and Medi-Cal. Free, in-person help is available every step of the way.

Most Californians Can Apply

You can apply if you live in California and are a citizen or have a lawful immigration status. Plans are available with or without financial help, depending on your income.

How Enrollment Works

  • Apply

    One application covers both Covered California and Medi-Cal.

  • Choose a Plan and Enroll

    Compare your options and pick what fits your budget.

  • Pay Your First Bill

    Pay online, or wait for a bill from your insurance company. This usually takes about two weeks.

  • Get Your ID Card

    Our insurance company mails your membership ID card once they get your payment. (You can use your plan before your ID arrives.)

Review plans, estimated costs and possible financial help before starting an application. Most people qualify for help lowering their monthly payment.

What You Need

The following information can help you apply faster. You don't need to submit documents up front, since we check your details against government records and information you've already given us. If we need anything else to confirm your eligibility, we'll contact you with the specific documents to provide.

    For applicants who have them.

    For applicants who file taxes.
  • Immigration Documents
    For non-citizens.
  • Employer and Income Information
    For applicants who earn money.

  • Online: It takes about 30 minutes, and it’s the fastest way. Save your progress and finish anytime. Start your application now.
  • By phone: Get free local help, available multiple languages. Call us at (800) 300-1506.
  • In-person: It takes about an hour, and it’s available in multiple languages, from a certified enroller or licensed insurance agent.
  • By mail: Paper applications are available in 12 languages — see the list below.

Open Enrollment vs. Special Enrollment

Whether you can apply right now depends on the time of year and your situation.

  • Open Enrollment

    Nov. 1 to Jan. 31

    The time every year where eligible Californians can enroll, renew or change their plan.

  • Special Enrollment

    Available Year-Round

    Open to Californians who recently experienced a major life change, like lost health insurance, got married, had a baby, moved or changed their immigration status.

What Happens After You Enroll

After you enroll and make your first month’s payment, you will receive a welcome letter and a brochure from Covered California. You will also get an enrollment package and membership ID card from your health insurance company.
